How often these rate changes?

The Rate of Interest of Post Offices Savings Bank Schemes changes every quarter of the years. Thus four times it changes in a year. However some times rates remain same of RD Accounts through out the year but the notifications necessary released every quarter stating the rates will remain same or will change.
